Application Error

I am having a problem with my vista computer, everytime I attempt to run a program it says.

[Program name].exe - Application error
The application failed to initialize properly (0xc0000022). Click OK to terminate the application.

The only time I can run a program is in safe mode, or running as admin. Also I made a new user which runs all the programs fine.

Will this fix my problem on the user, or is it just telling me to make another account?
