right click the link and select save as. select a location for it and then save. It's a reg file that contains the inforamtion for the configuration of the programs menu.
once you have it saved, right click the file on your machine and select merge. That will install it to the registry, and then reboot.

Right click the start button and click properties. Start Menu/customize/advanced. Uncheck scroll programs
