access denied on dhcp authorization

Just brough up a secondary domain controller for this domain. DHCP is currently running on the main DC and has a big scope. I am putting dhcp on the secondary for fault tolerance. I set the scope on the secondary using half of the scope the first one has. Once i get this one up, i will remove the scope on the primary and create a new one using the other half of the ips from the original scope.

Both machines are dns servers. I am a member of the domain admin, enterprise admin, and dhcp admin. Maybe i cant authorize the secondary dhcp scope because the scope is still active ont he other? i dunno

bingo bango! Perhaps what I would reccomend..and this is tough because these IP's may already be assigned...ughh that is just to complicated..just redo the scope then build the second one :) how big is the network? Is this a 24/7 operation? Could you take over the system late at night when everyone is gone perhaps?
