Have you looked at the task manager to see what process is using the CPU? The memory usage has nothing to do with the processor usage, a program could be using 19,000K or 190,000K and it can still be using 1% CPU. I suggest downloading and running "Process Explorer", that will show you exactly what program, Interrupt or DPC is using the processor.
