Why 98?

And if it isn't already, Dell WILL become a problem for you.

if you can't respond to my problem then don't!

explaining why i have 98 on one of my drives does not have anything to do with the problem. dell has not ever been a problem for me for years!

be more specific..., is it only slow on those two things, or does it always take long for windows to open... are you on a network?

you could have a virus or spyware..., or if you are on a network then, is the network slow?... because that could cause the my computer window to take a while to load...

I am not sure, "be more specific" as to what is happening

Do you have anything running in the background? When was the last time you had a clean install of 98?
