Default Trying to connect my xbox through my laptop...wont let me.?

I know I can go to the internet connections, advanced settings and let other systems connect through me. When I try to go to advanced it tells me the WMI is not enabled. I googled this and tried to activate it through the firewall settings...but when i try to do this it says windows firewall cannot be displayed because the associated server is not running. Do you want to start the windows firewall ICS...I click yes, and it says Windows cannot start the ICS service.

I am logged in under admin...what now?
