Touchpad Tap-to-click not working

I have Dell Inspiron 4100. The touchpad can sense movement but tap-to-click function doesn't work. The left buttons above and below the touchpad are not also working. I think that this is a hardware problem because it also happens in Linux.

Is this problem repairable? Around how much do you guys think it would cost?
 
The cable connecting them may just be loose, you can get the service manual easily from Dell's website. If it is a hardware failure then I believe you have to replace the palmrest assembly, which is easy enough. The instructions would also be in the service manual.

Internal Parts And Assemblies

There's a link to your parts list, the palm rest assemblies are about halfway down. Just take any of their part numbers and search them on ebay to find the cheapest place to buy from. Probably won't cost more than $30 all together.
 
Have you tried checking the settings? Here is the location:

start
control panel
printers and other hardware
mouse
device select

Ensure that nothing is disabled.
 
Jerigorn, I was sure it wasn't just a settings problem.

I already had it repaired and the technicians found out that left button below the touchpad was shortcircuited. Now, this button doesn't function anymore but everything else does. I still want to have the entire palm rest assembly replaced 'though.
