Static electricity prevents charging the battery

An HP laptop did not charge the battery. I checked the charger and power cord, and they were fine. So I suspected something had gone wrong with the MB. But someone told the user to disconnect the LT from power and remove the battery, press the power button for few seconds to discharge the static electricity, and then install the battery and charger. And it worked.

I am wondering if this technique works with other laptops like Toshiba.
 
Anyone know if this applies to DT PCs also?

Like when you desconnect the power cord and want to release the static electricity, can you hold down the power button for sometime to achieve that?
 
It actually works on a lot of things, Some mice start double clicking because of the static charge built up in them so in the case of a mouse just unplug it and hold all the buttons down at once and you may get lucky. Kind of worked in my Logitech mouse but is still double clicking at times but it did improve it for a while until my new mouse gets delivered.
