laptops are going to have a locked bios. Not to mention cooling would be a huge issue with a laptop.

Short answer:

No.
 
Depending on the laptop, you can unlock them fairly easily. I know there are some high-dollar laptops that are already OCed out of the factory, but locked there. However, I advise you to not try. As Hef said, you would be struggling to cool that thing.

there are also some software solutions which are very unstable and not recommended by me.

Heat is your main enemy in ocing a laptop.
