New Battery Charges Forever

I'm having a bit of a problem. I have a compaq presario 3000 series laptop, for which i have just purchased a new battery. Upon installing the battery and recalibrating it (cycling it) several times, i realize the battery does not charge past 82%, however it reports that it is still charging, virtually forever, and does not stop.

What do i need to do to make the battery work and act as a regular, normal battery... read one hundred when its full, zero when its empty, and charge when its supposed to instead of forever.

i was told that in order to make the new battery work correctly, and have full capacity, it must be cycled.
 
Only for lead-acid battery, laptop batteries are lithium-ion. Power cycling will just wear it out really fast.
