my laptop shows rubberband when dragging and scrolling. help.

my laptop shows rubberband motion when dragging windows or scrolling websites. the motion is not smooth... it goes rubberband. what cause this? how to fix it?

pentium 3 at 1.1ghz / 256mb ram / xp home

wow after i install video driver and no more rubberband scorlling? thank you! however..... it the system is still slow but thats another story since ive heard many others saying this toshiba laptop is slow too. just glad the rubberband is gone now.
