Default Lower CPU Voltages

So I'm looking to lower my cpu voltages on my thinkpad T60. I used NHC to successfully do this, but I don't wish to have this software on my laptop. It seems that when I uninstall it, my voltages go back to normal.

Does anyone know of anything I can do to keep my voltages low without having to keep a specific piece of software on my computer?
Desktop - Antec Sonata III
Intel Core i3 540
4 GB DDR3-1600 memory
ATI Radeon HD 5670
Windows Vista Business x64
