Yea, they do seem slightly cheaper. As for the available functionality for the adapter, I think about it this way:
PCMCIA is a serial communication, much like your LAN adapter, USB, et cetera. That said, they should have similar pin usage: Ground, Flow control, Data pins, et cetera. So, just like a PCMCIA slot can facilitate a I/O device that needs additional power, the USB interface works the same way. That all being said, I wouldn't see any reason why the adapter wouldn't be able to handle a task like charging a device meant for the PCMCIA I/O slot.
