Laptop fan; only blows on startup!

The fan on my Toshiba Satellite laptop only runs on startup. It never runs while the computer is on/getting warm. Is this an easy fix? What might the problem be?

Have you cleaned out you laptop lately, especially the side vents? Could be a dust build up. Could be the fan is bad and needs replacing. Try cleaning it first. Canned air.
