Any modern video card will be able to handle the desktop fine. The cards themselves have very high max resolutions with dvi-d connectors. The resolution limit is almost always the monitor.
As for the GMA 950 wiki has this to say;
and is able to display a resolution up to 2048x1536 at 75 Hz and up to 224MB of video memory.
So yes it should be able to run a high def monitor, that's assuming your laptop has a DVI connector. A single link connector is capable of 1920x1200 which is already higher than HD, so if you have a DVI port you are good to go.
