do i have to charge a new battery ?

I got a new battery for my laptop cause i guess maybe the other one died. so i got the new battery and tried to turn it on. well the orange light turned green which is a good sign but it still wont start....is that because it has to charge? For how long?

The laptop should boot whether the battery is charged or not. Will the laptop start without a battery? Keep the old battery it may still be good.
