dell Latitude C840 speedstep help

So my dad bought a used laptop from one of his buddies, payed way to much for it imo, and we are having some problems with speedstep.

specs:
p4 moble 1.8 ghz
512mb 266mhz dell ram that came w/ the lappy
512mb 333mhz ram, idk the brand, but its underclocked to 266mhz
80 gb hdd partitioned into 40/40

(btw this was all done on AC power)

i know what it is and everything so u dont have to explain what speedstep is. so to get to the problem we got it to where it starts at 1.8 ghz at start up and will run like that for about 30 min then the fan will kick on and it will go down to 1.2 ghz, it only happens when the fan starts up even if we start it through a program the cpu speed will drop. so after the fans stars automattically it will never turn off and cpu will stay at 1.2, we also turned off the fan though a program but the cpu would still stay at 1.2.

now one of the other things is that it has 2 fans in the back. we figured out one of them is fried and wont turn on, idk if this has something to do with it or not. by 2 fans i mean one of these jobs:

so please can someone help me get speed step off or atleast working correctly!
i can take some bios screens if necessary
 
Doh, I was gonna reply to you, and thought I did.

But, don't those chips throttle back for heat reasons? So with only 1 fan, its throttling back so it doesn't burn up?
