Question CPU Times

I run Windows 8.1. When viewing the Performance tab in the Task Manager, I see that it has spikes of usage. I am wondering if there is a way to offset a certain program or a set of them in such a way to be used between the current spikes. I don't know if this is possible. But in the world of technology, just about anything the user wants to do, they can. ...Not so much in Windows but... If there is a way to do this, please let me know.
Apologies in advance if this has already been posted and/or talked about.
...and I do use a laptop. I convert videos, render them, and play games at the same time. It can ALMOST handle them all. This is why I am asking.
