CD-ROM won't play DVD

I have been attempting to play a certain movie on my laptop, but to no prevail. I have been able to watch other movies, but for some reason this one DVD just won't play. Any word on the diagnostic and how to troubleshoot it?

What region is this DVD? Is it a burned DVD?

Can another DVD player play the disc just fine? Establish that it is, in fact, your dvd drive that is the cause of the problem.
If no other player can play it, then you have an unreadable disc my friend.
