Which is better from a technical point is better a laptop or a notebook

"Laptop" and "Notebook" are synonymous. They refer to the same type of device, so there are no differences between them.

Are you referring to "Laptop/Notebook" vs "Ultrabook" maybe?

"Better" is a relative term...it depends on your performance needs.

From a technical standpoint it depends, either can be better than the other depending on what you order / purchase and what your needs are.

Really you just need to look at what you want to use the device for.
