You can't build it from scratch, but buying one you intend to upgrade can save you money.

Alot of laptops right now are being sold with 512mbs of ram and a smaller hard drive and Vista for very cheap. If you upgrade these machines to 2gb and a bigger hard drive you'll often save money on buying such a system pre-built.

actually 'building' your own is in fact cheaper than a pre-built. granted there isn't as much customization involved, but you can get the proc/ram/gpu/hdd/wifi card. that's about it.
