Default Windows XP Drag and Drop to CD-R/RW

At work by boss insists on having the ability to drag and drop files to a CD-RW. I followed the instructions in this link and the drive is seen as writable.

I have the recording tab and I set it to have CD writing enabled but no matter what I stick int he drive it will not see it as writable. I put files there, to be written, and I use the wizarg part to write the files to the drive, but nope... Nothing. It tells me to stick a recordable media in there when in react I'm sure there is a blank, CD-RW or CD-R or DVD-R in there. Nothing.

Don't they all? I had a Samsung CD-RW drive - the exact same one on my parents PC and it didn't work. Yet, after a reformat, it works fine on my parent's. So I don't think it is the drive.
