Default what would it take to set up a server

me and my friend for a few years now have been talking about setting up a server computer so host vent and websites. the thing is we don't really know where to start. we know that there are spacial cases for them, and it wouldn't be that cheep. but what are some of the basics of running/building a server computer? and what are some of the minimum specs that it should be. also links of mobos, and hard drives, and CPU would be appreciated

is there any special legal papers that you have to sign in order to host vent and websites?

You can use a normal desktop pc as a server. YOu don't need anything special. The only technical part I see is in the software setup, etc..

Yep you can use a standard desktop as a server, if you want to keep costs down use Linux an Apache web server. The hard part is will your ISP let you host a server an is your line fast enough up an down speeds?
