Boot into Bios and try reseting to defaults .
Also in Advance Settings
IDE configuration should be [Both] this will auto configure your IDE Controlers with the proper DMA settings

Have you checked for bios updates? try flashing your bios with the latest update.

The psu can defiently cause these type of problems. Try replacing it with a freinds for the intrem just to troubleshoot.

NTFS 4 dos is a good way to quickly repair the problem (sometimes)
http://www.wsdownload.de/download/ntfs4dos/ntfsinst.exe

if all of the above fail you more then likely need to replace your motherboad as the ide controller is probably fobar
