Voltage Problem

I believe I have a serious problem, however I'm not too sure how serious it is. I run an Asus P4P800 dex mobo. Through Asus Probe, I have observed that my voltage reading for +12V has started dipping. The lowest it has hit is 11.734. I have set the alarm for 3% (which is the lowest u can go in asus probe) and the voltage drops occasionally, in other words, I have not detected a pattern. If someone could tell me what a low +12V means, and what computer part is resonsible for this problem, I would greatly appreciate it. Thanks
 
11.734v is not that much of a drop to 12v but if it does drop to like 11.5 or below then you should start worrying
but if in doubt, you might want to look at a new PSU - only if you think you have a real problem
 
Oh sorry, I forgot to mention what my PSU is; its a TigerPower 350 atx watt that came with my PSI case.

Since I only have one Optical Drive (CD-RW), I'll unplug that, boot and post my voltage readings. Thanks!
(Btw, what are the RAILs?)
