video cards and monitors

What am i supposed to make sure matches between Monitors and my video card. I'm not sure what the vertical and horizontal freqencies for monitors mean and how this relates to which video card i should buy. I'm looking at a monitor with Horizontal frequency: 30~64kHz, and vertical frequency: 60~75Hz. What does this say about what kind of video card i should be looking for?
