Default VGA on/off toggle

So here is my setup. I am installing computers and monitors in our new court room. The prosecutor has his workstation on one side of the room and on the other side, about 25' away is the witness box. The witness has a monitor connected to the prosecutors computer using a dual monitor setup. I would like a way for the prosecutor to have a switch to turn on and off the witness monitor so that it doesn't always display what the prosecutor has on his screen. I have the second monitor hooked up via VGA over cat5 cable.

How can I install a hardware switch to toggle the VGA feed on and off? I want the prosecutor to have control over when the witness monitor is active.

Use start button + P to disable it would be the easiest solution.
