Default USB 2.0 running at USB 1.1 speed?

Hey, I know it is a common problem, but I think I have done everything I can to fix the issue!

I have a build with several USB 2 ports on the back (via mobo) and on case (also via mobo) and a couple on a PCI card. I am using a variety of different devices on USB (wifi, hdd, cam etc) and all of them give me the message that they are running at reduced speeds.

I have XP Pro SP2 and have uninstalled the USBs from Device Manager and when they reinstalled they came up as 'enhanced usb hubs'. I belive the usb 'enhenced' reffers to the high speed, so why is everything running slow? All my cables are rated for 2 speed as that is what the devices came with - I have also tried updates and drivers but it always says the drivers come in the service packs?!

I had an argosy external drive that would do it on one machine I had. I gave up and got a new motherboard.

Later I heard that there are multiple specs on USB 2.0 and that one can be high speed and one not high speed.
