It could be that your ISP is blocking some ports or some Windows security feature is preventing it from downloading faster. Can you try downloading the files on a different computer?

Oh and as jolancer said, make sure you don't prevent uploading on bittorrent because your download is directly proportional to your upload (anti-leech at its best ;)).
 
sometimes ppl dont know, but ill mention anyways... did u disable the built in Xp firewall? in /settings/network/rightclick areaconnetion/propertys/advanced... uncheck the box

if ur not hindering your upload and u suspect maybe your ISP is anti-filesharing agains programs. Default port for BT(as u would find in link i provided above) is 6881-6999, test a different port... something outa wack, like just for examle.- 3110 , or 58849, or even mayb 253(hell if iknow). all the commands for the offical BT client are in pre-posted link. just go to /control panel/folder options/file types/torrrent/advance/edit... add example ( -- port 2100) right after the execute line.

EDIT: u do seem like an impacient person(maybe) so ill also mention incase u dont know... BT will only upload slowly at maybe 3 to 8KB/s untill u have 1 chunk of the file, witch it then designates a new Bandwidth speed for your download, depending on your upload.

Note- there is always the possiblilty that your comp is just screwed up like many others, from missuse. im on cable behind a router, and i get between 50 to 200 KB/s download, with 40 to 50 KB/s upload. from BT
