thinking about a new computer.....which pentium??

I want to buy a new pentium 4 processor but I'm not sure which one is the best performing one that is under $300. I saw this ad that sold a 3.4 pentium 4 HT with a motherboard (im sure a terrible one) for $269. It's a Intel® P4 3.4GHz E (800FSB) Socket 478. I don't know if this is a good intel chip or not because I've read a couple of magazines saying how the "faster" CPU perform slower than the older "slower" CPU. I'm wondering if I should buy this. Anyone have any opinions?

I have a socket 478 P4E 3.2ghz chip, it's a screamer, very fast.
