Default Thermaltake Fan Controller

I have a very basic fan controller which came with my thermaltake PSU. It sits in a drive bay like most other units and has just two knobs to turn - no display or anything...

From the back are two wires which I guess control the speeds of two fans. Both wires are made up of a red and black wire. The end is a small white plug that looks like it fits on a mobo socket somewhere??

Anyway - where do I plug them in NOOB

Are they to control the fans on the PSU or case fans... I doubt I would lower any speeds but it would be neat to put it to use. Thanks
