Default Some progress made- Need extra help

Ok i figured out the reason why my AMD Athlon 64 3300+ is running at 1.81 rather than 2.4 Ghz. My computer has a processor speed with cool n quiet which lowers my cpu speed. My question is how can i push this 1.81 Ghz CPU speed back to 2.4 Ghz?

exactly what i thought it was (low power management ~ cool%quiet)

go to your bios and disable it

what is it called in the bios? (the exact name)

cool and quiet

EDIT: on my bios it comes under cpu management then cool and quiet.
My bios is AMI.
