If i were to purchase a server would i be able to have my webpage on the web for free? or would i still need to register a anme..how does this work?

you do not need to buy a server to run a web page.

You do need web-server software, such as IIS or Apache. Running these on any PC will serve as a web server for you. You will, however, need to purchase a domain name. Otherwise your web page will only be an IP addy.

ie: http://192.168.0.0:80

Web hosting is cheap. Up here in Canada we can get web space for 3.99 a month, and a domain name for 14.99 a year. I suggest buy it web space rather than running your own, its hella easier.
