Default Spectrum Fan Card Issue

I just bought a spectrum fan card (pci slotted cooling card) to help cool my nVidia 6800 GS agp graphics card. Without the fan card it ran 56-57 celsius on idle, when I installed the card one pci slot below the video card it was running 60-62 idle. Are my other fans slowing down for some reason? I have an exhaust and intake fan, plenty of room for the gfx card. Are there any good programs to make sure all my other fans are running at max speed? or force them to if they aren't? thanks.

are u sure that the speed of ur other fans are dropping or are u just assuming that? if u want to see the rpm's of ur fans they have to be connected to the motherboard, try speedfan for ur rpm's but i have heard thats its not very accurate when it comes to temperatures.
