Default Samsung's "no Dead Pixel" Policy? True?

I just read some material on Samsung's new little garuntee (sorry can't spell ). Is it real? does it actually apply to NA? Has anyone here in North America actually excercised it? As I am hoping to buy an LCD in the next few months, this issue is very important to me (some may remember my thread on it...), and I want to take advantage of newegg's prices, but currently that's as bad as playing the slots...
