Safe to semi-dismantle a touch screen lcd?

I have a Panasonic toughbook CF-37 and it has a touch screen. There is some dirt on the LCD, but beheind the plasic that is over the screen. I want to open it slightly and clean up the lcd but will this mess it up (water), since its touch screen?

A: Any standard glass cleaner can be used to clean the Surface Acoustic Wave touchscreen, but cannot be recommended to clean the Resistive touchscreen. Always spray the glass cleaner on the soft cloth or towel and then gently rub the touchscreen for cleaning. Glass cleaner is sprayed directly on the monitor could possibly leak inside a non-sealed unit and cause damage.

is this talking about the auctual surface of the LCD screen, or like the plasic over it? (Like the nintendo DS has plasic over the touch screen

This just says that you can use a glass cleaner (WINDEX) over the screen. Just spray and wipe. Thats all i could Google, you could try Googleing this time.
