Safe to semi-dismantle a touch screen lcd?

I have a Panasonic toughbook CF-37 and it has a touch screen. There is some dirt on the LCD, but beheind the plasic that is over the screen. I want to open it slightly and clean up the lcd but will this mess it up (water), since its touch screen?

is this talking about the auctual surface of the LCD screen, or like the plasic over it? (Like the nintendo DS has plasic over the touch screen
 
This just says that you can use a glass cleaner (WINDEX) over the screen. Just spray and wipe. Thats all i could Google, you could try Googleing this time.
