Running a PC w/ laptop

I'm a college student and I live in a dorm. I have a laptop (Dell Inspiron) but I want to build a PC. Due to my situation I am low on space and low on money so I don't want to get a monitor and an extra keyboard.

My question, can I use the monitor and keyboard/mouse on my laptop to interface with a PC?

I do not believe so. If you could, it would be a lot of hassle.

well, you could get tightVNC and then just VNC into your desktop from the laptop. If you use a wired network to do it you shouldn't notice too much lag.
