I am researching gfx cards atm and I found this particular gfx to be great for its value http://www.newegg.com/Product/Product.asp?Item=N82E16814121174 . would this gfx card work in a regular pci slot on my motherboard? because i have no idea what is different between a regular pci based gfx card and a pci expressx16 gfx card

No, pci express is the newest stuff. You have to have a PCI-E motherboard. Sorry! 
PCI cards are very old, currently its AGP thats good for gaming, PCI-E (express) is new, and soon will be like AGP (in the sense of being "modern" for gaming. AGP still hasn't reached its full potential though.

You need an AGP or greater to play modern games.

PCI is the standard for many netcards, sound cards, the lot. But PCI-Express is a new, fast standard for video cards, and these will not work in a standard PCI slot. Your mobo has to support PCI-E for one of these to work.
