Questin about Fan control panels and thermal pastes

Im buying a fan control pan and am wondering if all the fans have to be built for speed control? or can these control panels adjust any fan?
2nd I was looking on www.arcticsilver.com and saw they have 3 different thermal compounds but i dont know how to tell which one is better. aslo whould i use thermal compound or epoxie for cpu and chipsets.

you would use thermal compound....epoxy is a glue
