Which PSU?

I don't need more than 400 watts, but I don't know of any other good PSU's. I want to buy the 450w because it is cheaper and I need to keep a budget on my new system, but it's specs are slightly different approvals and output ratings.
I am no expert here so I'm open to suggestions and explanations. Thanks in advance!

I would go with the 500 watter because since your going cheap you might aswell go beyond your needs so you don't stress the unit

dont get higher wattage PSU ust beause its cheaper, an expensive PSU can handle power ful systems even as ifs at lower watttage.

i'm using 350W Fortron Source, and its fan still running quiet (shows that it hasnt got load on it)

The higher wattage PSU is NOT cheaper. I want the lower wattage one because it IS cheaper.
