i was looking in to some prossesers and was wondering if someone could clear up what the prosses mesurement represents

What does this mean?

It means that the CPU uses a 90 nanometer architecture versus 110 or 130. In this case, the smaller the better.

It dosn't. But what it does do is generate less heat.

In all cases except for 1: Intel preschott's, much hotter than their 130nm counterparts
