I don't know, but I don't have the 7.8MB partition.
I only get it when creating a disk without primary partition. Its not your bootsector, cause I would have that partition. I always create at least one primary partition on each HD to avoid having this partition. (correct me if I am wrong)

I suspect with your older mobo which let you format from the bios, and changes they made when XP came out, that they did it a different way back then

for example on my motherboard bios, I can enable the mobo to block out viruses to the boot record, but I couldn't stop microsoft from messing with it
