Problems with CD-ROM speed

Hi everyone. This is surely a very basic question, but I'm kind of a newbie (just kind of :) ) and I'm not sure how to tweak my CD-ROM's performance so it will run better. Anyway, the problem is that the data transfer from my CD-ROM is extremely slow. This is evidenced when I'm playing videogames which need a CD in the drive for playing dialogues, animations, movies, etc. (games like Starcraft or Sanitarium, for example). They take a long time to load, or play with annoying pauses. Also, when playing audio CDs, sometimes it will take some time to play between tracks. Anyone know what the source of the problem may be?
It's an ATAPI-CD ROM-DRIVE (56 MAX), and I'm running it under WinXP.

you can get prgrams like Nero Drivespeed that will force the CDROM to run at whichever speed you specify, provided the CDROM can actually read/write at that speed
