A problem in the PC

I have a friend whose computer is simply refusing to start. Whenever it is turned on, the monitor starts flicking on and off, the Hard disk is also not working. There is no display in the monitor. What could be the possible reason for this? any ideas?

well first things first
open up the computer, check if the video card is plugged in all the way
check the HD to see if cables are lose, especially the power part
but check both
