A PC i'm working on keeps having power flashes, where the computer will restart at random. It has a new, working 400W power supply and a fresh install of windows XP. I thought the new PS would fix the problem... yet still I have these problems. Any ideas?

That could be indicative of a glitch on the motherboard, or something not seated properly. Make sure all your devices are in solid and go over your motherboard manual to ensure all the board settings are proper. Check out your voltages in your bios to make sure they are in line. I have bought power supplies before that were faulty right out of the box, so don't be too suprised. An adept pc tech will have the tool to check out your power supply. Make a few local calls to see if one in your area has such a tool.
