popular questions for sticky

I need help creating a sticky page for popular hardware questions asked at Tech-Forums. This sticky will be at the top of the hardware forum. It hopefully will reduce the amount that people ask the same questions over again. Or if someone does ask you can refer them to the sticky page. If you can help please post the question that is frequently asked and give me a list of links to threads where this question was discussed. for example:

How about a forum where the topice is just where people ask if they have a good system lined up to build. If all the parts are compatable and such. A lot of the posts are asking if this is the vest system for the amout of money.
