I know Windows NT does not support USB, but I am not sure about ME

WinME doesn't support ANYTHING...That's why even Microsoft is trying to get rid of it. It was a bad build and everyone knows it.

USB mice don't "suck so much". I've been using them since they came out and have rarely encountered any problems.

The problems occur when the users don't understand the differences between a ball mouse and an optical mouse. Perfmance is based on the communication abilities of the mouse. A good optical mouse can easily overload a PS/2 port's bandwidth, as well as nix a slow/crappy machine.

If you enable certain functions and using a logitech mouse, PS2 will outpeform USB by around a 70% rate.

With windows ME, for USB it isnt plug it in and work, it requires work to get any USB thing working.

I know WinME supports USB, my dad uses it with an optical mouse.

Yes. It does support USB. I forgot. My dad has an old MMX with USB controller and it works fine with USB MP3 players and stuff.
