Unhappy Old video card problem

I'm trying to install and old voodoo 2 video accelerator card up.Everytime I reboot it tells me there's a new pci device but it won't install the drivers of the disk .I've got it hooked to a ti4200 agp card.I'm using windows 98 and using direct x 9.It keeps showing a question mark in front of pci communication device in device manager.I know this is a old card but hopefully somebody can help me out. Thanks
