For a sub-thousand dollar computer (sorry, im doing it in dollars), not including screen/peripherals....

-AMD Athlon 64 3000+ Venice
-DFI Lanparty nForce4 Ultra-D...maybe an MSI K8N Neo4 to save money
-GeForce 6600 GT PCIE, maybe a 6800 GT to save money
-2x 512 twinMOS
-NEC DVD drives/burners
-OCZ Modstream 510 watts
-pick a case
-floppy drive

I could be wrong, but i believe that comes out to about 1000 bucks. You cant build a high end PC including monitor and peripherals for $500. Hell, you couldnt build one not including monitor and peripherals for $500
