No startup

Hello there,

I've got a serious problem. a build a new pc with some old things
i'm not using: the following:

ATX Based tower
300 WT ATX Power Supply
Intel E139761 Motherboard
Intel Pentium II 450
256 MB PC133 RAM
32 MB 3D PROPHET VIDEOCARD
1x 2 GB Maxtor HD
1x 1 GB Western digital HD
1x Cdwriter philips 8x + 1x DVD-rom 8x

The problem is that this computer was a Pentium 200 with a
non ATX power supply, I placed the new atx supply in the tower
and connected things as speaker,hdd led,reset where they belong. On the power-on pins in placed a jumper to override that. because the original tower hasn't that sort of cable.

Now i can turn the pc on by just switching on the power supply
and the cooler begins and all devices like cd-rw lights up. But
i don't hear or see a thing, that means

- no floppy scratching
- no lights on the front
- no video output
- no sounds etc..

I can't find out whats wrong because i can't find the motherboards manual on the internet. How to sort this mess out ?.
 
Can you enter bios? if not, might be a hardware/memory problem.
Do you hear any beeps when booting up?
1st thing I would do is disconnect everything and see if I have a POST (power on self test)
then insert 1 memory stick and do the same, then 2nd memory stick if more.
After ensuring that my CD-ROM boots before the HDD (in BIOS) insert OS CD and install OS.
In other words, go by elimination process
